Board," I am submitting this quarterly report for the 1St quarter
of calendar year 2006. It is provided to you in addition to the
quarterly report you receive from the Office of Inspector
General. As you know, the E.O. requires me to report to you
intelligence activities that I have reason to believe may be
unlawful or contrary to regulation, Executive Order, or
Presidential directive. Since my last report, I am aware of
