Pursuant to Section 2.4 of Executive Order
12863, "President's Foreign Intelligence Advisory Board," I am
submitting this quarterly report for the fourth quarter of
calendar year 2002. The Executive order requires me to report
to you intelligence activities that I have reason to believe
may be unlawful or contrary to Executive Order or Presidential
directive. Since the Acting General Counsel's last report,
and leaving aside. the matters previously reported to you by
the Inspector General, I am not aware of any intelligence
activities that may be unlawful or contrary to Executive Order
or Presidential directive. I am, however, reporting two
transgressions of policies embodied in Central Intelligence
Agency (CIA) regulations.
