I am submitting this quarterly report for the
first quarter of calendar year 2002, pursuant to Section 2.4 of
Executive Order 12863, "President's Foreign Intelligence Advisory
Board." The Executive Order requires me to report to you
intelligence activities that I have reason to believe may be
unlawful or contrary to Executive Order or Presidential
directive. Since my last report for the fourth quarter 2001, I
am aware of one reportable item.
I am also submitting one informational item of
interest at is included because of its significance. I do not
believe that the informational item constitutes an unlawful
intelligence activity or that it is contrary to Executive Order
or Presidential directive.
