1. This memorandum submits a recommendation for the
concurrence of the Deputy Director for Administration and
the approval of the Director of Personnel in paragraph 4.
2. Mr. Daniel A. Cullen (DOB: 10 June 1919) retired
30 April 1974 after more than 22 years service..w.ith this
Agency. At the time of his retirement, he was, a GS-13,
step 8. Since 30 June 1975, Mr. Cullen has been an Inde-
pendent Contractor working for the Office of Security
responding to Freedom of Information Act (FOIA) requests.
Mr. Cullen's current contract will expire on 31 December 1975.
3. The Office of Security's Security Records Division
is currently experiencing a backlog in meeting the MBO require-
ments to review and identify security records for destruction
following congressional investigations. The Report of the
President's Commission on CIA activities within the United
States recommended that."all files on individuals accumulated
by the Office of Security in the program relating to dissi-
dents should be identified, and, except where necessary for
legitimate foreign intelligence activity, be destroyed at the
conclusion of the current congressional investigations, or as
soon thereafter as permitted by law." This added responsi-
bility has placed a heavy demand on those personnel in the
Security Records Division qualified to assist in this program.
With the current workload, it may again be required to return
to directed overtime. In view of Mr. Cullen's background and
experience in working with security records, his expertise
can be effectively utilized on an intermittent basis. Mr. Cullen

as an Independent Contractor would assist in reviewing and
identifying security records for destruction, thus reducing
the necessity for directed overtime and relieving other
employees to return full-time to their normal duties.
Approval is requested, therefore, to transfer Mr. Cullen to
the Security Records Division and, in accordance with the
provisions of dated 20 October 1971, to,renew the
contract of Mr, Cullen for a period of one year. He will
continue to be paid on a fee basis. If this approval is
granted, Mr. Cullen's compensation will be closely monitored
to ensure that the gross payments do not exceed 90 percent
of the salary of the grade and step he held at the time of
his retirement.

established in the Office of Security to continue processing
FOIA and Privacy Act requests. Mr. Cullen has made a valuable
contribution to this effort and could continue to do so. In
balancing work priorities, however, we believe that the press-
ing need to identify files which can be. destroyed in compliance
with the recommendation of the President's Commission favors
