SUBJECT: MKULTRA

In response to questions posed orally by Tom Holmes
on 31 December 1974, a search of OTS files and tribal
memory shows that:
a. MKULTR-I files and correspondence no longer I
exist. Seven boxes of MKULTRA progress reports were
recalled from the Archives and destroyed on 31 January
1973 at the instruction of Dr. Gottlieb, then Chief of
TSD.
b. Mr. Colby%s memo on drug experimentation is
prominently included in our Questionable Activities file
and is'being observed.
c. No M ULTRA related experimentation 'has been
undertaken for at least the last seven years. The pro-
gram was begun in 1952, substantially decreased by 1964
and completely phased out by 1967.
d. The American citizen subjects of MMKULTRA experi-
mentation were witting of the purpose of the experiments
and gave their consent to participation in them. They
were not, however, witting of CIA interest in the project.
