The CIA,

carried on a domestic operation as a cooperative
effort with the BNDD to build an internal security force
for the BNDD and to place secret agents within the United
States for purposes of law enforcement in the area of
narcotics.
The operation began in late 1970 when the Director
of the BNDD asked Director Helms for assistance in
building a counterintelligence capacity within the BNDD.
The request from the BNDD to the CIA was supported by
Attorney General. John Mitchell. The BNDD was vitally
concerned that some of its
and possibly in the employ
employees were corrupted
of drug traffickers.
The BNDD, according to didn't have the "know how"
to set up a covert operation and establish a counter-
intelligence unit and turned to the CIA for assistance.
The CIA recruited counterintelligence officers
for the BNDD through a proprietary corporation set up
by the CIA.
