My law partner Roy W. Krieger and I were scheduled to meet a client at Agency Headquarters on 15 September 2004, for a luncheon meeting. Our intent was to have lunch in the Agency cafeteria prior to our meeting with the Office of Inspector General. Customarily we also pay a visit to the Agency gift shop. However, I was informed by both the OIG office and our security representative from OGC that we were not authorized to be in the building except if officially escorted by someone other than our client, who of course has fall authorization to be in the building and bring in guests. This is a significant change in prior policy and it concerns us greatly as it further inhibits our ability to adequately represent the interests of our clients. Obviously, several questions come to mind. First, is this an official change in policy and, if so, when was it implemented? May we review the policy document? Second, if an official policy, to whom does it apply? Does it apply simply to Mr_ Krieger and myself, all outside counsel or all potential guests of authorized personnel?
