Secret DI T 8-012 December 1998 Se et 2 S ret 4 Terrorist Snapshot Latin American Terrorist Groups Turn to Criminal Fundraising Activities Terrorist groups throughout Latin America are turning increasingly to criminal activities, in par- ticulardrug trafficking, kidnapping, and extortion, to raise funds to sustain their terrorist campaigns. The Revolutionary Armed Forces of Colombia (FARC) and the National Liberation Army (ELN) in Colombia are involved heavily in such criminal enterprises Drug Trafficking Terrorist control over key illicit drug cultivation, pro- cessing, and transportation areas have contributed to a reliance-in varying degrees-on the large profits available through the nazcotics industry. ]n most cases, terrorist involvement is primarily in the form of extort- ing money from narcotics traffickers by imposing taxes and providing security services, although terror- ist groups aze reported to be involved in many aspects of the drug industry. the FARC obtains most of its revenue from nazcotics- relatedactivities. The FARC taxes traffickers' opera- tions, provides security to fields and labs, adminis- ters clandestine airstrips, and is involved in coca cultivation and processing in southern Colombia, according to sensitive zeporting. ? Over the past 10 years, the ELN has incorporated narcotrafficking into its revenue-generating Kidnapping for Ranson Kidnapping for ransom appeazs to be on the rise among Latin American terrorist groups because of the potentially enormous financial rewards and the com- paratively low risk cif arrest or prosecution. An exact hostage count is not available because families usually are instructed not to contact authorities, and the hos- tage takers most times carry out their death threats if ransom demands aze not met or if they are threatened by government security forces. Further muddying the waters, terrorists will try to mask their actions as crim- inal behavior to avoid unwanted publicity. ?
