Nelson Information and Privacy Coordinator Central Intelligence Agency Washington, DC 20505 APPROVED FOR RELEASED DATE: 18-Aug-2010 I have received your letter dated 5 June 2008 responding to the above indicated 12 April 2008 FOLA request for copies Of "any internal Central Intelligence Agency ("CIA") documents and reports pertaining to guidelines for National Clandestine Service officers for the evaluation of the likelihood of success of recruiting agents from within terrorist organizations, including but not limited to any risk or probability analysis reports based on quantified variables used to determine the probability of successful recruitment efforts." In this letter. you claimed that no responsive records could be located. I am writing to appeal this response as the product of an inadequate search. I base my appeal on the grounds that the CIA is, by its own admission, attempting to recruit intelligence agents inside terrorist organizations, and that in order to bear any chance of success in such efforts, logic dictates that guidelines must be developed for evaluating the likelihood of success of proposed recruitment efforts. Therefore, it seems highly unlikely that no component of the CIA has developed a means to evaluate these efforts and predict future successes and failures. It is those guidelines for evaluation and prediction of the chances of success (often termed "risk analysis") that I am seeking, This search should not be restricted to formal guidelines alone, as there is a high probability that the information I seek would be found in analytical reports, memoranda, training materials, and/or scholarly articles (such as might be found in the CIA in- house journals Terrorism Review'. Studies in Intelligence, and the like). I therefore request that this request be retasked to the component(s) of the National Clandestine Service responsible for developing asset recruitment strategy and the component(s) of the Directorate of Intelligence responsible for Risk Analysis and/or Probability Analysis. As this is a topic not easily explained, I did include an Executive Summary of one of my own essays with the initial request to serve as one example of the type of product I am seeking. The tasked components, who may not understand exactly what types of documents I am requesting from the language of the request itself may understand the request more clearly if they are given that Executive Summary and instructed that I am seeking, in laymen's terms, "anything they have like that." Such was the purpose of my inclusion of the Executive Summary, in the hope that it might help the CIA locate these admittedly arcane guidelines and analytical works. I also hereby request that any documents or records produced in response to this request be provided in electronic (soft-copy) form wherever possible.
