Zaid Executive Director The James Madison Project 1250 Connecticut Avenue, NW Suite 200 Washington, D.C. 20036 APPROVED FOR RELEASE^ DATE: 18-Aug-2010 Reference: F-2008-01079 Dear Mr. Zaid: This is a final response to your 7 April 2008 Freedom of Information Act (FOIA) request, received on 8 April 2008, for copies of the following: 1) Testimony by CIA officials delivered verbally or submitted in writing to any Congressional Committee or Subcommittee with oversight over national security activities, including but not limited to the House Permanent Select Committee on Intelligence ("HPSCI" ), the Senate Select Committee on Intelligence ("SSCI"), and the former CIA Oversight Subcommittees of the Senate and House Armed Services and Appropriations Committees; 2) Transcripts of hearings and meetings of any national security oversight committees, including but not limited to the HPSCI or SSCI; 3) Correspondence and e-mails between CIA and a) any national security oversight committee or b) any member of Congress, Senator, or Congressional staffer acting in an official capacity as representative of any national security oversight committee; 4) Internal CIA policies and regulations regarding interaction with national security oversight committees; and 5) Any other internal CIA records regarding national security oversight committees. For identification purposes we have assigned your request the number referenced above. Please be advised that the CIA Information Act, 50 U.S.C. ? 431, as amended, exempts CIA operational files from the search, review, publication, and disclosure requirements of the Freedom of Information Act. The Agency cannot accept your request, in its current form, because it would require the Agency to perform an unreasonably burdensome search. The FOIA requires requesters to "reasonably describe" the information they seek so that professional employees familiar with the subject matter can locate responsive information with a reasonable amount of effort. Because of the breadth, vagueness, and lack of specificity of your request, and the way in which the Agency configures its records systems that are subject to the FOIA, the Agency cannot conduct a reasonable search for information responsive to your request.
