Mr. Dulles:
a) Referred to a meeting he had with the Director of the Bureau of
the Budget concerning expenditures in the Intelligence Community. He
commented that this consisted mainly of a long discussion of figures and
questions as to the accuracy of some of the figures presented. He said he
would present the Bureau of the Budget figures to the IAC members and
asked Mr. Amory to arrange to have this placed on the IAC agenda.
b) Referred to a letter from Mr. Gordon Gray setting up a meeting
for representatives of the Department of Defense, NSA, CIA and State
Department to receive a briefing from the Science Advisory Committee and
stated that he t bought Mr. Bissell should be present for this briefing.
c) Stated that he had arranged for a luncheon through Mr. Philip
tor of the Washington Post, to discuss press coverage of the
bllt!4ne elections with various tees t.v of the ores.

e) Referred to a cable from Ambassador Zellerbach stating that
Giovanni bialagodi, Secretary of the Italian Liberal Party, was making a trip
to the United States and ZeUerbach recommended that Mr. Dulles see him.
DCI Indicated he would see Malagodi and asked Mr. Wisner to make the
necessary arrangements.

Commented that he thought we should invite George Franklin of
the Council on Foreign Relations to COMO to Washington and give us a talk
on his recent trip to the USSR. Mr. Amory undertook to take care of this.

are presently preparing a report to send to the President on 23 October.
h) Stated that he thought it would be useful if Mr. Hugh Cunninghamcould
come to one a the Deputies' Meetings and explain the results of a recent survey
made of the FI/Records Integration/ DD/P. He expressed the belief
. Cunningham would give a very interesting, useful and informative
presentation.
