MEMORANDUM FOR: THE RECORD
SUBJECT Project MKULTRA, Subproject No. 89
. The purpose of this project is to investigate the sources of
disaffection of Hungarian refugees and to determine the cause for
voluntary redefection (return) to Hungary. This investigation is
undertaken in response to a continuing requirement (a) to elucidate
the sources of disaffec_tiOn of the defectors and (b) to authenticate
recommendations on the handling of defector.. , The attached pro- _
'nasal eummariz s the procedure which will be followed.

refugee problems.

REFUGEES

Hungarian refugees in the U.S. to return to Hungary.
