This concerns your 26 October 2007 Freedom of Information Act (FOIA) request
for "Copies of all finished intelligence reports produced between 1990 and 2000 by the
Office of Asian Pacific and Latin American Analysis and African Analysis related to
Peru. " We have assigned your request the reference number above. Please use this
number when corresponding with us so that we can identify it easily.
Your request as presented, given the nature of our various records systems, does
not constitute a request for reasonably described records and would be unduly burdensome
were we to proceed. As you can appreciate, FOIA resources are finite and the most
effective use of these resources (i.e. the most substantive responses to the most requesters)
can best be accomplished through tailored requests which meet the needs of the requesters
and which permit effective processing by the Agency. Commonly this equates to a
requirement that the documents must be locatable through the indexing to our various
records. A request such as yours would impose an excessive and unreasonable burden on
the Agency, and pursuant to relevant precedent, we must decline to process such requests.
In the instant case, the appropriate component has advised that your request is far too broad
and cannot be searched as submitted. Your request must be more specific, for example,
narrowing your request to a specific activity, event, or country in which you are interested.
Based on the above, we must decline to process your request.
