(b)(3) Honorable Christopher S. Bond (24 May 2007) OCA 2007-00289 Distribution: Original Addressee DD/CIA ADD/CIA ODNI/OLA D/OCA DD/OCA OCA/C/Outreach Group OCA/COS DAC #02646-2007 OCA/IMO APPROVED FOR RELEASED DATE: 12-07-2010 THE DIRECTOR CENTRAL INTELLIGENCE AGENCY WASHINGTON, D.C. 20505 29 May 2007 The Honorable Christopher S. Bond Vice Chairman Select Committee on Intelligence United States Senate Washington, D.C. 20510 Dear Vice Chairman Bond: Thank you for your letter of 18 May 2007 requesting my perspective on the impact of turning over to your Committee the pre-war Presidential Daily Briefs (PDB) related to Iraq. As Michael McConnell, the Director of National Intelligence, laid out in his 5 April 2007 letter responding to your original request for access to the PDBs, the impact of sharing the PDB with the SSCI or any other oversight Committee--regardless of subject matter--would be to compromise the Intelligence Community's ability to support the President and the Executive Branch. The PDB is designed to meet the President's intelligence requirements and to inform Executive Branch deliberations in national security policy discussions. -I agree with the DNI that restricting access to the PDB is necessary to guarantee the candor and trust of this dialogue. It is my firm belief that your Committee is in no way disadvantaged by lack of access to the PDBs you have requested. I want to reassure you that the CIA has kept, and will continue to keep, your Committee fully and currently informed of its intelligence activities, collection, and assessments, which include Iraq. Since January 2007 alone, CIA has supported an average of 100 Congressional events a month. This number also included the 41 Congressional hearings--18 in front of your Committee--for which CIA provided witnesses and written testimony. In addition, the Agency has been fully and completely responsive in answering the over 750 classified Questions for the Record from your Committee. The above is in addition to CIA's across-the-board support to the l-0 Honorable Christopher S. Bond SSCI's evaluation of prewar intelligence on Iraq, to include hearings, briefings, and the provision of thousands of intelligence documents. Let me assure you that the CIA will continue to provide the high caliber of intelligence support to your Committee on Iraq and all sensitive and current national security issues. Hayden Director, Central Intelligence Agency Washington, DC 20505 Dear Director Hayden: SELECT COMMITTEE ON INTELLIGENCE WASHINGTON, DC 20510 -8475 May 18, 2007 In order to complete the Committee's review of prewar intelligence related to Iraq, Chairman Rockefeller and I have unsuccessfully sought access to the pre-war Presidential Daily Briefs (PDBs) related to Iraq. While I understand that the Director of the Central Intelligence Agency (CIA) alone does not have the authority to release these documents to the Committee, given the CIA's unique historical role in the PDB production process I would like your perspective on what impact turning these documents over to the Committee would have. In an effort to better inform the on-going Congressional debate over this issue, I request that you provide an unclassified response to me in writing at your earliest convenience. I appreciate your assistance in this important matter. If you have any questions, please contact my staff director, Louis Tucker at (202) 224-1700.1 'United Mates Senate Christopher S.
