MR. COLBY: We have a very special event here which is
to award you, Carl, your second Distinguished Intelligence
Medal. Ben?
DEPUTY DIRECTOR OF PERSONNEL - MR. DeFELICE: Citation:
Mr. Carl E. Duckett is hereby awarded the Distinguished
Intelligence Medal in recognition of his outstanding service
with the Central Intelligence Agency. Since 1969 he has been
Program Director of a major undertaking of the utmost impor-
tance to the United States. Mr. Duckett's oversight, guidance,
and direction of this complex project represented a shining
example of his almost ineffable talents. His understanding
of the technical, political and industrial nexi involved in
the organization of the program were critical in the remark-
able degree of success attained. Mr. Duckett's overall
contribution reflects the highest credit on him, the Central
Intelligence Agency and the Federal service.

No, this is something that we've had to do sorry we didn't
do it the other day, Carl. I've been a little preoccupied
lately. Maybe with some of those nexi Ben was talking about.
But this medal is really given to you with the warmest of
admiration of all of us for a great job. Despite the fact
that that citation didn't say so, it had something to do
with a boat which Carl still owns. You can go out and sail
on it.
But seriously, we really appreciate enormously the
imagination, the drive, the enthusiasm that Carl has given
this whole Agency, not only in Science and Technology but in
the Management Committee - and just sit around here and give
us good advice and some sharp criticism once in awhile for
what we do, It's really been a great contribution.
As you know, I say we know that only part of the
thing belongs to Carl. Part of it belongs to you, Jane.
We do thank you.
These colleagues.here in the Agency, all of whom
ha- worked with Carl over these years, are delighted to
recognize this extra accomplishment and to look forward to
a few others in the future, which we're sure are going to
come out of that fertile mind. Thank you.

SUBJECT: Presentation of the Distinguished Intelligence Medal to

The Director of Central Intelligence presented the award to
Mr. Duckett in the morning meeting on Monday, 26 January 1976 at
9:00 a. m. in the DCI Conference Room. Mrs. Duckett and a photo-
grapher were also present.

Career Intelligence Medal. it was the opinion of the Board
that, as presented, career contributions would be
more appropria 1 recognized by award of the Certificate of
Distinction. who was requested to notify the Office
of Security of the Boards views, later advised that the
Deputy Director of Security will prepare a more detailed
recommendation for the Career Intelligence Medal for the Board
review.

in recognition of his exceptional performance throughout the
period of time from 1969 to 1974 while involved as Program
Director of a major program of significant importance to the
United States. Mr. Duckett's unique ability to continuously
retain a current knowledge of all facets and details of this
complex development and direct the program through its many
obstacles, providing advice and suggestions on program
enhancements and improvements is indicative of his extra-
ordinary ability as a Program Director.
Mr. Duckett's early recognition of the significance
of this program and his understanding of the technical,
governmental, and industrial relationships involved in the
organization of this program contributed to its success.
