Employment of Retired Annuitant as Independent
Contractor - John Debelius
1. This memorandum contains a recdmmendation in paragraph
5 for the concurrence of the Deputy Director for Administration
and the approval of the Director of Personnel.
2. In conjunction with the Agency's Maintenance and
Operations Contract for Headquarters building, a significantly
large number of contractor employees will have to-be screened
prior to their taking the polygraph examination. To meet the
sudden increase in activity in this area, the Office of
Logistics must acquire the services of a knowledgeable
individual to assess the candidates' prospects of successfully
completing the polygraph. On the basis of this interview and a
review of related documents, this individual will submit a
report to Agency management recommending for or against
continued processing.
3. Mr. John Debelius, a former Security Officer, has been
identified as an individual available, qualified and willing to
perform the services described. Mr. Debelius retired in June
1973 as a GS-14/5 under the Discontinued Service provisions of
the Civil Service Retirement System
a variety of responsibility positions with that Office. Since
his retirement from the Agency, Mr. Debelius has been engaged
in private practice as a lawyer. In providing the proposed
services, he would not be supervised by an Agency employee nor
would he have supervisory responsibilities. We propose to
compensate Mr. Debelius at the_ rate of $130.00 per full da or $65.00'
per half day not-to-exceed 48,652 $ grade .and step at time of retirement.

4. Mr. Debelius is not currently under cover and we
foresee no long-range cover requirement for him. Upon approval
of the contract, OL will notify Chief, CCS to this effect.
5. Due to an immediate need for the services of an
individual with Mr. Debelius' qualifications, approval is
requested to engage him as an independent contractor.
