Pursuant to the federal Freedom of Information Act, 5 U.S.C. ? 552, I
request access to and copies of any documents dated September 9, 2001
through March 4, 2005 that include any or all of the following terms:

Spinelli"; "Dennis Decker"; "Rick Chaney"; "William Crowley"; "Edward
Felt."
As a representative of the news media I am only required to pay for the direct cost of
duplication after the first 100 pages. Through this request, I am gathering information on
the events of September 11, 2001, particularly as they are related to involvement by
representatives or employees of the United States government in the crash of American
Airlines Flight 93 that is of current interest to the public because there remains credible
evidence inconsistent with the U.S. government and the Bush Administration's depiction
of those events. This information is being sought for dissemination to the general public.
I am a freelance journalist and a media scholar, the dean of a communications school. I
have been a columnist for ABCNews.com and the Christian Science Monitor (csm.com);
the executive director of the national Online News Association; and a writing coach for
Gannett. This project is journalistic rather than academic.
Please waive any applicable fees. Release of the information is in the public interest
because it will contribute significantly to public understanding of government operations
and activities. I am writing a book on the events and evidence surrounding the crash of

Flight 93, which will be available to the general public, through print and electronic
presentation. In addition, I will present public lectures based on the materials.
If my request is denied in whole or part, I ask that you justify all deletions by reference to
specific exemptions of the act. I will also expect you to release all segregable portions of
otherwise exempt material. I, of course, reserve the right to appeal your decision to
withhold any information or to deny a waiver of fees.
As I am making this request as & journalist and this information is of timely value, I
would appreciate your communicating with me by telephone, rather than by mail, if you
have questions regarding this request.
I look forward to your reply within 20 business days, as the statute requires.
