I am requesting any intelligence information obtained prior to the attacks on September 11,
2001 indicating preparations for a terrorist operation and/or operations in the United States as
well as information obtained after the attack that would have indicted a pending operation.
In order to help determine my status for assessing fees, you should know that I am an
individual seeking information for personal use, and not for a commercial use. I expect a
waiver of all fees for this request. Disclosure of the requested information to me is in public
interest as it will lead to a deeper understanding of U.S. government activity and possibly
help restore confidence in U.S. intelligence ability. Also, this information is not in my
commercial interest. If you are unable to waive the fees please reply to this letter before
