This office represents the Institute for Policy Studies (IPS). IPS hereby requests that the
Central Intelligence Agency (CIA), pursuant to the Freedom of Information Act, provide copies of
the following records:'
All records related to the CIA's FOIA request #F-1999-00924, including the original FOIA
request, all records released related thereto, and all other documents related to this FOIA
request.
Fee Waiver Requested
IPS requests a waiver of all fees pursuant to 5 U.S.C. ? 552(a)(4)(A)(iii). Disclosure of the
requested information is in the public interest because it is likely to contribute significantly to public
understanding of the operations or activities of the U.S. government and because disclosure of the
requested information is not made in furtherance of any commercial interest of IPS. This request is
made on behalf of the Institute of Policy Studies (IPS) for non-commercial use. IPS is the nation's
oldest multi-issue progressive think tank. Since 1963, the Institute has worked with social
movements to forge viable and sustainable policies to promote democracy, justice, human rights, and
diversity. IPS is a nonprofit tax-exempt organization. Under 5 U.S.C. (a) (4) we are entitled to a
waiver of all fees in connection with this request.
' "Records," as used in this request, includes all records; correspondence; agency guidelines and
policies; memoranda; agency Memoranda of Understanding; notices; comments and responses to
comments; biological, scientific and other studies; reports; environmental analyses; surveys;
timelines; charts; graphs; maps; analyses; data; meeting minutes and agendas; distribution lists;
notes and transcripts of meetings and conversations; and any other relevant information, whether
in hard copy or electronic/computer format.

IPS enriches public policy debates by publishing and making widely available reports
concerning issues relating to human rights. Disclosure of the information in this request is in the
public interest since release to us of these records, which is likely to contribute significantly to
greater public understanding of the operations or activities of the U.S. Government.
