20 Oct 69, Sub': Proposed Disposition
of Functions and Positions
1. With my approval of referent memorandum on 30 October
1969, the was abolished and its functions dispersed.
Through this action the GS-16 position of Mr. Charles P. Collins
was 'abolished. After a thorough canvass of other assignment pos-
sibilities, I have determined that he is surplus to the Agency's
needs. I have also determined, however, that his services can be
profitably utilized on a temporary basis until 30 June 1970 by the
Agency's Historical Staff. Further, the Office of Computer Services
can profitably utilize his services on a temporary basis until 30 June
1971.
2. You are therefore directed to effect Mr. Collins' interim
a.ssignment to the Office of Computer Services on 1 July 1970 with
the following conditions:
a. He will be carried against the overall strength of
that Office.
b. He will retain his present grade during this period in
a personal rank status and will not block the promotion of
anyone else.
3. The foregoing presupposes that Mr. Collins' qualifications
and performance will continue to meet our criteria in all respects.
These conditions have been discussed with and agreed to by Mr.
Collins.
