To the Information and Privacy Coordinator-
I would like to request, under the provisions of the Freedom of Information Act,
the release of any and all reports of the President's Foreign Intelligence
Advisory Board (PFIAB) related to Rwanda that were produced between
January 1, 1995i and December 31, 1998. I intend to use the information in the
PFIAB report on the Rwanda genocide as part of a "lessons learned" study that
the U.S. Holocaust Memorial Museum is currently completing on U.S.
intelligence analysis and diplomacy toward Rwanda during the three years
leading up to the 1994 genocide.
Please note that I am an employee of a "sister branch' 'of the U.S. Government,
the U.S. Holocaust Memorial Museum. Under the terms of the Freedom of
Information Act - 5 USC ?552(a)(4)(A)(iii) - other federal agencies qualify to
receive documents at no charge'or reduced charge:
Documents shall be furnished without any charge or at a charge reduced
below the`fees established under clause (ii) if disclosure of the information
is in the public interest because it is likely to contribute significantly to
public understanding of the operations or activities of the government and,
is not primarily in the commercial interest of the requester.
If there is to be a charge, then it should be at arate that is at or below the
reasonable standard charges for document duplication only (not to include cost-'
for search, duplication, and review - charges only appropriate when the material
is destined for commercial use).
