Sergei Mikhailov, the head of the Russian criminal organization known as Solntsevo Bratvo. Mr.Mikhailov, who was placed on the Interpol list of internationally wanted criminals at the request of United States officials, was tried and acquitted of money-laundering charges in Geneva, Switzerland, in 1996. I am interested in documents-whether reports, letters, memos or other papers-from U.S. officials relating and reacting to Mr. Mikhailov's charges, accusation and subsequent acquittal by the Swiss courts. I am making this request as research assistant to the author and journalist Misha Glenny, who is writing a book on global organized crime; I am enclosing a letter from his publisher confirming his status. As this information is needed in timely fashion and to enlighten the public, he requests a waiver of fees beyond the r-easonable_ duplication fees needed for the processing of the request. If our request is denied in whole or in part, I ask that you justify all deletions by reference to specific exemptions of the act.
