Dear Ms. Dimitrova:
This acknowledges receipt of your letter dated 8 November 2006 wherein you
appeal our denial of your request for a fee waiver concerning your 26 September 2006
Freedom of Information Act (FOIA) request for "all CIA documents about Todor
Zhivkov's overthrow in November 1989 and all the events related to it."
We accept your appeal of our fee waiver denial decision. We will begin the fee
waiver appeal process immediately and report the outcome as soon as possible.
Meanwhile, we will hold your FOIA request in abeyance pending the processing of your
fee waiver denial appeal.
