Dear Mr. Torricelli:
I write to respond to the question you posed during
the May 23, 1995, Guatemala briefing and in your letter to
National Security Advisor Lake of June 8, 1995, concerning
possible involvement in or knowledge of the murder of
Father James Francis Carney S.J.
A review of all the information available today to the
Central Intelligence Agency shows that CIA had no knowledge
of any plans to capture Fr. Carney, only learned of his
likely death after it occurred, and had no involvement,
direct or indirect, in his death. The circumstances
surrounding Fr. Carney's death remain uncertain today,
but relevant information then available to CIA was described
in a 1988 CIA Inspector General report that found no CIA
involvement in Fr. Carney's death. The Inspector General's
report was in turn examined by the Senate and House
Intelligence Committees. While the Senate committee took
issue with aspects of the Inspector General's report, it did
not challenge that part that related to Fr. Carney.
Notwithstanding all of the above, I want you to
know that, in an effort to be absolutely thorough, I have
directed a review of all CIA documents from this period
that might bear on possible allegations of human rights
abuses known to CIA.
