Many years have passed since most of the events raised in reference. This fact combined with not having the opportunity to review the pertinent files makes it difficult to be precise. My answers to ref questions are the best I can do under the circumstances and as accurate as I can make them. Olancho by Reyes Mata and his group. 2. The following paragraphs are keyed to reference: I.A. - I recall the 183 incursion from Nicaragua into I have no direct knowle -ge o the 183 events. My Guadalupe" was said to have accompanied Reyes Mata from Nicaragua as a member of the guerrilla band. The story sourced to ralliers from the group was the physical stress and lack of food left the priest unable to continue and the band was forced to abandon him in the jungle. recollection is that Reyes Mata was killed in combat with Honduran military forces. The priest, Fr. Carney alias "Padre I.B. - I have no recollection of a Honduran SF member named Vasquez. I.C. - I have no knowledge. It would have occurred well before my tenure. SEC T ? SEC ET I.D. - While the Re es Mata incursion was probably discussed in general I do not recall with whom or when. I receive no in orma ion at differed from I.A. above. I.E. - I have no knowledge of an investigation by the Embassy. I.F. - I have no knowledge of activities in Olancho in September 1983. II.A. - The Embassy in Tegucigalpa had access to all , reporting for its human ri ht hts report. I cannot comment on HQS role and do not recall the coordination process. II.B. - The report was prepared by the political section. I believe the political section saw all Honduran reporting but do not know how reporting was incorporated. The report was unclassified. I do not recall any disagreements. II.C. - As noted above the report was unclassified and I don't recall any classification problems. There was no human rights information that I recall that was too sensitive for the report. II.D. - While I probably read the Embassy's Human Rights report, but I do not remember it. I would remember if I saw any problems. I have no reason to believe the Ambassador/Embassy was pressured to downplay human rights abuses. III.A. - No knowledge. III.B. - No knowledge. III.C. - ave any xnowiec~ge human rights abuse s involved in human rights abuses. We did not that he committed I do not believe he was SEC ET I am sure the subject of human rights was discussed but I don't recall specifics. If he provided pertinent information it would have been disseminated and should be in the files. IV.A. - There was never an instance to my knowledge of not answering fully and truthfully every query by the numerous Congressional delegations which visited Honduras To the best of my knowledge, there were no human rig s a uses during this period. I am not aware of any instances of human rights abuse that was not forwarded to HQS. V.B. - there was no Special Unit of FUSEP/DNI. We kept alert to any evidence of human rights abuse but did not uncover any current problems. No. V.C. - This question is too general. did and the effort resulted in the ELACH repor s w is were a historical record of the period of conflict between Hondurans during 1981-83. The allegations were in major part a perception management operation by the Cubans/Sandinistas. We did not discover any abuse. V.E. - All I know about ELACH is in the reports) disseminated.
