1. Father Carney, the Olancho Operation, and Reyes Mata - 1983-84:
I know nothing about the subject and do not recall ever having discussed it. I did read news
accounts re Father Carney and did discuss in a general wa the incident
I never knew any incriminating information re this incident.
II. State Department Human Rights Reports:
I was never involved in the State Department Human Rights reporting. I knew such a
requirement existed and there was a State Department officer designated as "Human Rights Officer". I
do not recall her name, but I heard from various officials in the embassy that she had a bias against the
316th MI Bn. I believe the human rights reporting was coordinated between
and the embassy Human Rights Officer. While I frequently talked with never
received any indication that was engag in a isagreement
with the embassy Human Rights Officer. I do not reca ever aving read the embassy Human Rights
reports on Honduras. I do recall reading about them in the news media. I thought that they correctly
depicted the state of human rights as it existed in Honduras at that time. That is, I knew of no human
rights violations in Honduras

A. I do not know of any congressional delegations asking re human rights issues. At this time, I

violations.1 was questioned on at least three occasions by Dick Stolz (spelling?), the DDO. Each time
he would draw me away into a private comer and ask me what I knew concerning the unit and the

issue, I would have reported it.
B. I know of no cases of politicization of reporting on Honduras or of any analysis being altered
V. Honduran Security/Intelligence Service Involvement in Human Rights Incidents:
they were practicing torture as an interrogation technique. Each time I assured him i had not
ssibilityheard of any unprofessional tactics. He urged me to tell him the truth and he explained that he
had to go before Congress on a frequent basis and assure them that the 316th was not a "Death Squad".
His approach to me was honest and direct. I never lied to him and appreciated his concern for the truth.
From his approach to me, I understood that he was more interested in the truth than he was in
punishment; therefore I had no reason not to tell him the truth. =
C. It was a frequent subject for discussion We tried to ascertain the
truth when the papers played up another allegation uman ng s a uses. Frequently the stories were
not credible on the face of the story, but we always held a requirement to look into any of these
allegations.
