1. The attached memorandum on the subject from the Committee
on Overhead Reconnaissance (COMDR) submitting a statement of an urgent
collection requirement is circulated for consideration by the United States
Intelligence Board (USIB) of the COMDR Recommendation in paragraph 7.
of Mr. Tidwell's memorandum.

in or other views on the recommendation referred to above by completing
