Kotapish Director of Security SUBJECT:           Increase in Compensation for 1   n- I  ,_., ccr 149'? Correspondents APPROVED  FOR RELEASE DATE:  NOV 2007 1.   Action Requested:  This memorandum submits a recommendation in paragraph 3 for the approval of the Director of Personnel Policy, Planning, and Management. 2.   Background:  Currently, Independent Contractors in the Office o Security's                Correspondent Program are compensated at the rate of       per full day or $40 per one-half day.  There is a limit of $400 for each case satis- factorily completed.  These rates were established in May 1978.  Based on the high increase in the cost of living since then and on the rates paid to commercial investigators and other Agency consultants and independent contractors, I believe a raise in compensation is justified.   Accordingly, effective 1 October 1980, I have proposed increasing the rate of compensation paid to                Correspondents to $90 per full day or $45 per one-halt  ay with a limit of $450 for each case satisfactorily completed.  This is approximately the daily salary of a GS-11, step 2. As you know, the Office of Security currently utilizes the services of 56 annuitants who have been hired by this Office because of their previous extensive investi- gative experience.  Attached is a name listing of individuals currently-employed as                Correspondents.   II SUBJECT:   Increase in Compensation for Correspondents   (U) 3. Recommendation:   In view of the foregoing and in accordance with the provisions of               dated 22 February 1980, ap roval is requested to increase the rate of compensation paid to                      Correspondents to $90 per full day or 45 per one-flair  ay with a limit of $450 for each case satisfactorily completed.    Their contracts will be monitored to ensure that the gross payments, plus their retirement annuity, are in conformance with current Agency policy. rolicy, nt
