Following 9/11, one of America's first responses was sending a CIA team to Afghanistan

A silver multipurpose tool with pliers on one end and various blades on the other.

A CIA medic carried this multi-purpose tool in Afghanistan.  He used it to perform numerous surgical procedures, including three lower-leg amputations.
